Dear Mr. Sydoruk,
I am writing this letter to express my concerns at reports that Rasul Kudaev has been beaten and tortured repeatedly during interrogation at the 6th police station UBOP and SIZO 1 in Nalchik, Kabardino-Balkaria. Under the Russian law and international law no statement extracted under duress or torture can ever be used in criminal proceedings.
I urge you to open immediately an independent and impartial investigation into allegations that Rasul Kudaev has been tortured. According to the Russian and international law torture and other ill-treatment are prohibited, and those found responsible in committing them shall be brought to justice.
