Nguyen Tan Dung, Prime Minister, Office of the Prime Minister, Hoang Hoa Tham, Ha Noi, Socialist Republic of Viet Nam
Dear Prime Minister,
I ask that you release Truong Quoc Huy immediately and unconditionally, and all others imprisoned for the peaceful exercise of their right to freedom of expression. I also ask that You allow Truong Quoc Huy immediate access to his family and a lawyer.
I also ask you to ensure that, until he is released, Truong Quoc Huy is given all appropriate medical care and that he is held in conditions that meet international standards for the treatment of prisoners.
I urge you to end the use of national security legislation to criminalize peaceful political dissent, and clearly define or remove provisions from the Criminal Code which stifle legitimate dissent and freedom of expression.
Finally I ask you to remove all arbitrary restrictions on the use of the Internet that violate the right to freedom of expression, and end practices such as censorship, monitoring and surveillance that do not conform with Viet Nam's human rights obligations and ensure full implementation of the Internationial Covenant on Civil and Political Rights, which Viet Nam has ratified.
Yours sincerely,
