Dette var saken:
Minst 108 mennesker ble drept i et angrep på landsbyen Houla den 25. mai. 49 av de drepte var barn. Amnesty har navnene på over 10.000 mennesker som er blitt drept siden demonstrasjonene begynte i mars 2011. Mange flere har blitt skadet.
Den 27. mars aksepterte den syriske regjeringen en plan på seks punkter fra FNs spesialutsending, Kofi Annan. En våpenhvile ble inngått 12. april og FNs observatører slapp inn i landet to dager senere.
Til tross for dette har volden fortsatt å herje. Over 1300 mennesker har blitt drept siden. Denne brutale nedslaktingen av sivile og barn har sjokkert hele verden, og medført fordømmelse fra Sikkerhetsrådet. Nå er det på tide at fordømmelsen følges opp av handling. Konkrete tiltak må på plass umiddelbart for å stanse blodbadet!

Russland har gjentatte ganger brukt sitt veto i FNs sikkerhetsård for å blokkere eller svekke resolusjoner med mål om å stoppe volden i Syria.
Det er på tide at Russland står opp mot volden.

- Overføre situasjonen til den Internasjonale straffedomstolen.
- Fryse regimets midler.
- Inkludere menneskerettigheter i FNs militære observasjonsstyrker.
- Sørge for at menneskerettsobservatører har kapasitet til å beskytte ofre og vitner.
- Presse Syria til å gi umiddelbar og ubegrenset tilgang til internasjonale observatører, humanitære og menneskerettighetsorganisasjoner , og internasjonale medier.

I am gravely concerned about the Syrian authorities’ failure to uphold their obligations imposed on them by UN Security Council resolutions 2042 and 2043 and wish to ask you to use your influence on the Syrian authorities to address this unacceptable situation.
I note the government of Russia’s support for the UN SC resolution of 14 April but I urge you to show leadership by suspending all arms transfers to Syria immediately as they could be used to commit further human rights violations and further escalate violence – something your government are saying you want to avoid.
I do welcome the United Nations Supervision Mission in Syria (UNSMIS) but the mission is lacking a clear mandate to monitor and investigate human rights abuses and lacks the means to enforce compliance. As such, I urge you to call for the creation of a much better resourced and strong human rights component of the Mission with the mandate to monitor, investigate and publicly report on all human rights aspects and their implications for the ‘six-point plan’.
It is also necessary for the monitors to have the capacity to protect victims and witnesses and they should be provided with the necessary logistical support so they can travel to all areas of Syria and all places of detention.
The Syrian authorities must immediately allow full and unhindered access for humanitarian agencies, human rights organisations and international media. They must also allow the Independent International Commission of Inquiry to enter the country to impartially investigate allegations of abuse by both sides of the conflict. The Russian government can greatly assist in this.
Finally, given the mounting evidence of crimes against humanity, it is critical that the situation is immediately referred to the International Criminal Court. The assets of President Bashar al-Assad and his senior associates should be frozen and a comprehensive arms embargo should be immediately imposed.
The situation is out of control. How many more victims must there be before the Russia n government acts to stop crimes against humanity in Syria? I appeal to you to please help stop the bloodshed.
